Dr. Elizabeth Dugan has extensive experience optimizing business operations and driving sustainable growth across both private and public sectors. Before joining SBS, she served as Chief Operating Officer for a federal defense contractor in Washington, D.C., where she led the company to more than 200% growth for three consecutive years. She also held leadership roles as a Principal Analyst for a Department of Homeland Security research center and as a Program Director for General Dynamics. Dr. Dugan brings deep expertise in organizational strategy, compliance, and program development. She holds a Ph.D. in Biodefense from George Mason University, a Master of Public Health from George Washington University, a Master of Science and Bachelor of Science from Texas Tech University, and a Certificate in Project Management from Georgetown University.
